When and by who do Christians say the Temple envisioned by Ezekiel will be built? Who will be offering in it?
The Temple and City shown to Ezekiel in a vision, recorded in chapters 40-48 have not yet been built. The Temple is as wide as the entire country of Israel. A supernatural river swells from underneath of it, giving life to the Dead Sea. The Temple itself violates several laws of the Torah, including having steps going up to the altar, the absence of the evening offering, the menorah, the veil of separation, Yom Kippur and Succoth. It isn’t the one defiled by the Anti-Christ, as that Temple has a court of the Gentiles (Revelation 11:1-2) and this one does not. The name of the City that is built around it is called "YHWH is There"
I made a mistake, Succoth will be kept, Shavuot will not be.
This can not be in the New Heavens and New Earth because Revelation 21:22 specifically states about the New Heavens and New Earth: "I saw no Temple in it, for YHWH God Almighty is its Temple, and the Lamb."
True Christians (such as Jehovah's Witnesses) recognize that the Ezekiel's visionary temple seems to be entirely figurative, referring initially to the arrangement for spiritual life and provisions during "the last days".

The refining of them took place in 1918 when Jehovah sat “as a refiner and cleanser” in his spiritual temple. (Malachi 3:1-5) Those who were clean or who repented could continue in their privilege of service. Thereafter, they had to work hard to keep themselves “without spot from the world,” thus becoming examples to the “great crowd,” represented by the nonpriestly tribes.—James 1:27; Revelation 7:9, 10.
[Ezekiel] 45:1; 47:13–48:29—What do “the land” and its allotment represent? The land represents the realm of activity of God’s people. Regardless of where a worshipper of Jehovah happens to be, that one is in the restored land as long as he upholds true worship. The city seems to represent the earthly administration that benefits those who will make up the righteous “new earth.” (2 Peter 3:13) Having gates on each side illustrates its openness.
